The St. Vincent Behavioral Health Campus (SVBHC) is a transformative initiative, addressing critical gaps in LA’s behavioral health continuum of care.
Located in the Westlake neighborhood, in immediate proximity to MacArthur Park.
The former St. Vincent Medical Center is being repurposed and rehabilitated into a comprehensive behavioral health and supportive housing campus offering a full continuum of care. The campus is situated in one of the most underserved communities in the region, heavily impacted by homelessness, mental health crises, and substance use disorders.
Spanning 1,000,000 square feet across multiple buildings and 1,200 parking spaces on 336,857 square feet of centrally located land, the cost-effective rehabilitation of this existing medical campus will be completed in phases, between April-November 2027.
As LA County’s first healthcare system, which remained operational until 2020, St. Vincent has deep roots in the community. Its transformation into a Continuum-of Care behavioral health and housing campus, and dedication to predominantly serving marginalized individuals, aligns perfectly with the contemporary challenges faced by many Californians who reside in this community.
SVBHC addresses the following highest-priority challenges faced by our community:

St. Vincent Behavioral Health Campus will provide more than 300 inpatient behavioral health beds and over 100 outpatient behavioral health treatment slots. The campus will also include recuperative care beds, behavioral health bridge housing, and permanent supportive housing, serving thousands of individuals each year across crisis, treatment, and housing programs.

SVBHC will provide a dedicated CSU, offering rapid-response care for individuals experiencing acute behavioral health episodes. This facility will alleviate the strain on local emergency departments and jails.

SVBHC will offer a co-located approach to treating mental health and substance use disorders, ensuring seamless transitions between crisis care, residential treatment, and outpatient services. This integrated model addresses the high prevalence of co-occurring conditions, providing comprehensive care to support long-term recovery and reduce recidivism.

The co-location of crisis, inpatient, outpatient, prevention and early interventions eliminates the fragmented care pathways that have historically led to gaps in treatment. Community, Peer and Recovery support will be provided on campus, leveraging CalAim’s Community Support reimbursement for sustainable operations.

SVBHC recognizes racial and social disparities in access to care, particularly for marginalized communities and individuals experiencing homelessness. To address these gaps, SVBHC takes a comprehensive approach to crisis services that emphasizes community-based treatment, prevention, and residential care. Inpatient and outpatient services are integrated with step-down levels of care to create a coordinated, recovery-focused model.

As part of its comprehensive continuum of care, the campus will include a range of residential services, such as an Adult Residential Facility (ARF); Interim Housing Programs (IHP); Permanent Supportive Housing (PSH); Recuperative Care and Post Hospitalization Programs (PHP).

The campus will feature a comprehensive workforce training and life-skills center tailored to the specific needs of the residents and participants.

To further enhance the integrated approach, the campus will re-utilize components of the existing medical center, and include services such as an outpatient dental clinic and surgical center as well as on-site pharmacy services, to better support patient needs.
Campus Programs
Mental Health Services
Our mental health services provide comprehensive, evidence-based care to individuals struggling with a wide range of behavioral health concerns.

Provides urgent, short-term care for individuals in acute behavioral health crises, diverting them from emergency departments and jails and connecting them to appropriate next-step services.

Offers outpatient mental health services in a community-based setting including services for young adults and an emphasis on prevention, early intervention, and equity.

Provides secured units for individuals with severe and persistent mental illnesses, with a focus on recovery, stabilization, and preparation for eventual reintegration into the community.

Provides 24-hour, nonmedical residential care and supervision in a home-like group setting for adults recovering from mental illness who need additional structure and support. SRF services emphasize daily living skills, social skills, and recovery supports, helping residents build confidence and independence and prepare to transition to more independent community-based housing.

Provides 24-hour inpatient psychiatric care as an alternative to hospital-based inpatient units, specializing in psychiatric care treatment.
Substance Use Disorder (SUD) Services
Our substance use disorder services provide comprehensive, evidence-based treatment for individuals seeking recovery from addiction.

Offers immediate intervention for individuals under the influence of substances, reducing unnecessary emergency department utilization and provides a safe setting for stabilization.

Delivers American Society of Addiction Medicine (ASAM) Levels 1-WM and 2-WM withdrawal management, along with ASAM Level 2.1 Intensive Outpatient Treatment. These services provide structured, step-down support for individuals stabilizing following crisis intervention.

Provides supervised intensive treatment for individuals with severe substance use disorders (SUD) in accordance with licensing and regulatory requirements for hospitals providing medically supervised detoxification and stabilization. This secure environment is essential to ensure the safety of patients undergoing treatment for severe substance use disorders, particularly during the critical stages of withdrawal and stabilization.

Offers a supportive, structured residential environment for individuals seeking recovery from substance use disorders. Services include evidence-based therapies, life-skills training, and personalized treatment plans aimed at long-term wellness and sobriety.
Wellness Program & Workforce Training
Our wellness and work programs at SVBHC offers a wide range of holistic services to support the overall well-being of our clients.

Dedicated to ongoing outpatient services, offering patients continued support through the recovery process.

The campus will feature a comprehensive workforce training and life building skills center tailored for the specific needs of residents. The center is designed for campus residents and participants, focusing on job readiness, vocational skills, financial literacy, and practical life skills needed for long-term stability.
Step-Down Residential Services
Residential services on the campus offer safe, supportive environments for individuals seeking long-term recovery.

Transitional care for individuals experiencing homelessness (PEH). Providing short-term clinical monitoring for individuals recovering from an illness or injury following discharge from Emergency Department and In-Patient Utilization.

Delivers longer-term residential support for adults with mental health diagnoses who need ongoing assistance to live safely and as independently as possible in the community.

Provides long-term housing paired with intensive case management and supportive services to promote housing stability and sustained access to care.

Provides low-barrier, short-term housing with on-site behavioral health supports for people experiencing, or at high risk of, homelessness who are living with serious mental illness and/or substance use disorders. BHBH offers safe rooms, 24/7 staff presence, direct connection to psychiatric and substance use treatment, case management, benefits enrollment, housing navigation, peer support, and life-skills programming. It functions as a bridge from hospitals, crisis units, shelters, or the street into longer-term housing with a care team that remains engaged.
